Meeting Minutes

1. Call to Order
The meeting was called to order at 5:30 PM by Chairman Todd Machnik.
2. Approval of 15 October 2012 Meeting Minutes
Steve Ross moved to accept the minutes for October 15, 2012 and Gary Smith seconded the motion. The minutes were accepted.
3. Correspondence – NONE
4. Old Business
a. Dave Berggren’s Concern about Blockage at Black Hall Pond Exit
At the October Meeting of the Flood and Erosion Control Board, Ellie Czarnowski reported that David McCulloch had told her that Dave Berggren of Old Lyme had expressed a concern about Black Hall Pond being blocked where the water exits the pond.~ Ms. Czarnowski spoke to Dave McCulloch and requested that he ask Mr. Berggren to send photos of the discharge area~of the pond that he is concerned about to the Flood and Erosion Control Board so that they may review them prior to the next meeting. To date no photos or correspondence has been received from Mr. Berggren.
b. Hurricane Sandy Update – Steve Ross
Mr. Ross reported on the condition of homes and beaches that were damaged during Hurricane Sandy.
c. Rogers Lake Dam Repair Update – Ellie Czarnowski
Ms. Czarnowski updated the board on the progress of the Rogers Lake Dam Repair and Fishway Project. The application to the DEEP has been submitted. Bidding should be done in the Spring of this year, with actual construction beginning in July with completion in the Fall.
5. New Business
a. Election of Officers Flood and Erosion Control Board
Mr. Ross moved to re-elect Todd Machnik as Chairman and Gary Smith as Vice Chairman of the Flood and Erosion Control Board for 2013. Mr. Martino seconded the motion. There was a discussion and Mr. Machnik agreed to be chairman, but was concerned about any conflict of interest regarding possible work for his company. If this were ever the case, he would recuse himself from any voting pertaining to such matters. SO VOTED.
6. Other New Business
a. Storm Debris in the Marshes
Mr. Ross reported that there is quite a bit of storm debris in the marshes, i.e. shingles, construction materials, etc. The marshes are owned by the Old Lyme Conservation Trust. It was decided that Ms. Czarnowski will draft a letter to the OLCT addressing said storm debris and also the reinstalling of the Osprey nest platforms that fell down during the storm. This draft will be emailed to Flood and Erosion Control Board members for their review before it is sent to the OLCT.
7. Public Comment – NONE
Our next meeting will be on Monday, 15 April, 2013 at 5:30 PM, Town Hall, second floor meeting room.
8. Adjournment
Mr. Ross moved, and Mr. Martino seconded, to adjourn the meeting at 6:00 PM.
